Cypriot FA adopts 3-step racist protocols into disciplinary rules

 The Cyprus Football Association (CFA) is to adopt the full FIFA regulations and protocols concerning racist or similar conduct occurring during football matches.

This includes the Three-Step Procedure, whereby the final step entails the definitive abandonment of the match in the event of racist abuse.

The CFA has added the protocols Disciplinary Regulations:
“(a)   In the event that racist abuse occurs during a match, the referee shall apply FIFA’s Three-Step Anti-Discrimination Procedure, in accordance with the relevant regulations and circulars. This procedure empowers the referee to: Suspend play temporarily; Suspend the match for a limited period; Abandon the match definitively.”
The rules allow for any player or official who receives racial abuse from spectators during a match to notify the referee who will then immediately apply the first step of the Three-Step Procedure.

The home team or organiser must then send stewards to the area where the abuse came from and “where feasible”, remove the culprit from the stadium. If this isn’t possible for security reasons and the abuse continues, the referee can move to the second step of the procedure (temporary suspension of the match) until the abuse stops.

The player or official who suffered the abuse shall be entitled to submit a victim’s statement before the Judicial Committee. If the club concerned fails to produce sufficient evidence to refute the allegation of racist abuse, the victim’s statement/complaint shall be deemed acceptable and the Judicial Committee has the power to award the match to the club not responsible for the abuse.

The FIFA advisory says that all forms of ideological, political, and religious propaganda are strictly prohibited and subject to the protocols.
